So what's the deal with summoner spells?

Before, when we actually had summoners, it would work this way.

"Oh crap, my guys gonna die, I'll just move him a little." -Flash

"Oh man, that guy's getting away and we almost killed him. I'll just light him on fire a little." -Ignite

"Oh man, my guy is gonna die. Here bud." -heal -barrier

Etc.

Is there going to be a lore justification? Are we just gonna pretend that every champion has studied magic outside of their specialty? Some friends who don't play the game have been watching worlds and loving it, but they asked about summoner's (the spells) and Summoner's Rift. They weren't less confused when I explained it.

EDIT: I think people are missing the point. As you can clearly see, I understand what they are. I don't understand how they make sense now. No summoner's, still summoner spells.

The summoner spells came from the original idea of league where the champions are controlled by "Summoners" and the summoner spells are like gifts from the summoners to aid the champion.

It's adding more input from summoners, besides the fact they are basically telling your champion what to do and when, even down to walking into death,
