I know they were given out sometime 2012 in the snowdown or whatever, but how commonly were they given out? Out of my 6 years leaguing ive only seen at most 5 people using it, but I know theres more out there... Well they were given out for people who had the teamwork / honorable ribbons (before they become absurd to get). I actually have it (it's also one of the "did you know?" messages shown on the loading screen - did you know that honorable players got a summoner icon in 2012 ~ or something like that).
But seeing as the honorable ribbons were relatively decent to get and maintain I would have guessed it would be a pretty common icon (this icon wouldn't be seen due to having so many newer icon cropping up all the time).
