Upcoming Bilgewater event?

I believe that by the next month, we'll see a Bilgerwater-related event. Why?

• Both Gangplank and Miss Fortune are on the champion update schedule.
• It's been quite a while since the last one, and Bilgewater is one of the least developed city-states next only to Mt. Rakkor
• There's a mysterious laugh in the PBE that plays whenever you die for the first time in a game. It seems to have a watery background. Source

Anybody else has that feeling?
