Refund credits

I was wondering if any of you summoners out there, are frustrated with a champion that you bought with ip and didn't like and wanted to return but you have no refund credits. I was thinking if riot could add 3 ip only refund credits per season. Since ip takes time to get, Ip refund credits might be useful.

Any Ideas?
