Why doesn't Riot try giving small buffs to less played / low win

Poppy Galio Zilean Urgot

These champions are very rarely seen in game. Why doesn't Riot try buffing them slightly to make them more playable? I'm talking mana cost reduction, or higher health regen. Just something that will definitely not make the champions explode into the ridiculous tier.

Why don't we ever see this kind of thing on the PBE?

Well IMO Galio is a champion who is just waiting for an AOE meta to come back. As for the rest it wouldnt be bad if riot gave them buffs. At least on the PBE. Seriously we have an entire client for testing and yet no fixes for these types of champions are coming out. It cant be hard to just go ok we are increasing this today. It isnt huge but its better than nothing. OK they are slightly better and not broken due to that buff. Lets put it in live!

If I had to guess it's probably because of two reasons.

Reason 1: They might have larger ideas about improving those champions so they don't want to waste resources making small buffs when they want to do a larger scale rework. Riot has already specifically mentioned both Urgot and Poppy being champions they want to look into and make larger scale changes to and Zileas has mentioned wanting to improve Zilean some.

Reason 2: They don't want to just throw small buffs onto champions without sufficiently testing them to make sure they will have a significant impact (or at least the desired impact). How sad would you be if you really like Galio and then they give him some small buffs but it doesn't actually help him at all? Then people will be upset because they will have the mindset of "it took them so long to give him a buff and it didn't work now we have to wait forever again with it not being any better".

See what I'm saying? Sorry if I didn't explain it very well :(
