Armor pen vs flat AD runes

When is it a better idea to take one over the other? Would flat AD be better on ADCs? Which would be better on fighters in general?

Armor pen. used to be good when old Doran's Shield give armors and Cloth/5 pots was a thing.

I think it's standard for an adc to take apen reds, armor yellows, as blues, and ad quints.

I take AD Marks (Reds) , Attack Speed Quints (Purple), Armor Seals (Yellows), and Magic Resistance (best choice imo), Armor, or CDR Glyphs(Blues) and they work fine for me. Armor Penetration is only good against tanks, and even then you'll most likely just build a item 3035 .
