I have a friend who always takes ignite but I swear by TP. I know it is somewhat champion based on which but which is better in general. Not counting ranked here because you know your match up before the match so you can take accordingly.

As you said before, it really depends on who you play and also, your playstyle. If you are playing pre made 5v5 normals, it might be a good idea to take tp so you can gank for other lanes or fight for an objective(dragon). BUt, if you like getting kills then ignite is better suited for you. Although one might argue that taking ignite as a tank is completely useless late game ex:shen taking ignite, you have massive kill potential early game but, but not as useful as impactful for you team lategame.
So basically, ignite for 1v1; TP for teamplay. Hope this helps.
I swear by TP because it has many more purposes and applies a global map pressure that is easy to either forget about and suffer for forgetting or be aware of and keep from pushing down turrets as hard. I often go TP mid or supp too because the global pressure can be very powerful.
