Possible solution to smurfs

Hello! Many of you know that smurfs are a HUGE part of new players experiences. Imagine this: you are a level 7, adc main. You are kind of getting the hang of basic controls and can competently manage their lane. However, there is someone who everyone around you knows, is a smurf. All people hear is DOUBLE KILL! TRIPLE KILL! QUADRA KILL! PENTA KILL! ... Yeah...

Because of this, people flame at Riot, saying it's their fault and pointing the finger of blame at them. For sensible players, we look at the argument, and say to ourselves,"Hey, how CAN they get rid of smurfs so new players can have a more enjoyable time?". I feel I have the answer to that. What if, all players level 20+, and who decide to make a new account, gets their new account automatically sent to a level higher than where the basic noobs are. This idea could match higher experienced players with players that can sort of manage themselves and hold their ground. It could be hard, what with how the new account can decide who the previous account was. ot probably will make the most sense to see who the person who logged in the most times on the client/boards, the future system would be able to set what the level is so the smurf wannabe can't LOL-ROFL-SMASH-NEWBS-GT-RKT the beginners. I hope that this idea could possible come into the attention of people so new players experience won't be ruined by a level 30 Diamond I.

This system would not be able to be regulated.

The big problem with ANY "solutions" to smurfs is that there is no realistic way to know that someone is in fact smurfing. Simple as that.

Im sure RIOT wants to find a solution, but Im sure they also realize that there is no way that they could honestly prove that account A is definitely a smurf for account B.

I feel for ya, smurfs are a pain when you are new, especially the ones who get all indignant and rude. Maybe one day we will be able to find a solution... but for now I doubt it.

LoL Korea has basically the only solution: Identity verification.

In Korea you have to use your ID(KSSN) to create a LoL account so unless you have friends who don't ever plan on playing, you can only get one account...

Sadly, in North America, that won't work due to certain legalities.

There are smurfs because people get banned, so they make a smurf account. Want less smurfs? Ban less people, use chat restrictions instead of banning people for trivial arguments, as we can see, it hasn't worked.
