The Upcoming Permanent sale "Starter" Tier 3 Runes

With the new permanent sale, could we get all of our "Starter" Tier 3 Runes to be removed from the rune page and get back all the IP we've used on the Starter ones? I only think this is fair because of our "hard" work of getting ip and using it on runes when you can use less now. That means more runes, especially without pricey basic runes, to buy.
