When you cant get a pbe acct... but all the youtubers have them.!!!

I was just curious how YouTubers always have pbe accts... for like years... and riot excepts like 5 new people a year... how about get rid of the people who have had pbe accts for a long time and let people that havent had one in..... cuz ive been waiting for like 8 mos. This is iritating.. (p.s. sorry for bad grammer XD)
