Not true.. Though I'll admit Kat has a pretty high skill cap, she also has a surprisingly low skill floor thanks to all her abilities being point-and-click. She can snowball even if you're playing first time Kat as long as you're hitting buttons.

What if I pick her into a team with literally no CC? And I go 11/4/6? or this last time I played her and went 18/6/5? (sadly did lose that game, dying at baron into a base rush sucks)

She takes little mechanical skill, just knowing when to pick her is more important.

Of course if you pick her into a team loaded with CC that can interrupt her ult, then she requires more skill to avoid it. And be honest, you probably aren't going to dodge everything so go with a better/safer pick.
