Noob question: custom game creation?

Before starting LoL I played Smite a ton, and I was very active in the bug-finding and bug-reporting community there. One very nice feature Smite has is that, when creating custom games, you can specify how much gold each player gets and what level everyone starts out as; I mention this because it makes testing various bugs a total breeze, since you don't have to wait for money to buy the items you want to test, nor do you need to farm up and get XP to test ultimates, etc.

I've briefly looked at how to do this in LoL but I just can't figure out how, unless I'm missing something... Is there any way to change the game settings like this when making custom games in LoL?
