Have you already gotten a chest with Kat previously? Or have you maxed your chests?

If you get a chest with that champ it lowers if not cancels your chances of getting chests. Also if you already maxed out chests for the month meaning you got the 4 free chests + a chest in every champ. Its likely you wont get one, key fragments drop rarely for some reason.
