If you read the tou, and Eula.... You just about have not rights as everything is considered a privilege. But, to answer your question... yes, they are getting through however you might be falsely reports people... or the reports were found to be unjustified.

You will get a little notification on the client

IF you report a player who gets banned/punished shortly after that report (let's guess within 24 hours) then you will receive a notification in the client saying that action was taken against a player you recently reported.

That does not mean your other reports did nothing. In all likelihood, your other reports added to a case against those players which builds up over time. If those players are only rarely toxic / report-worthy, then action will never be taken against them. If they're commonly that way, other players' reports will eventually trigger a punishment, but you will not be notified as your report wasn't recent.

I find I report on average 1 player per 10-20 games. I've received only 1 notification in about 2.5 seasons of league that action was taken against player I've reported. I highly doubt action has not been taken against more than that.
