Hello,
I am a relatively new level 30 player. I play Top and Bot Lane almost exclusively. I absolutely love Irelia, she is by far my favorite Champion. I currently have enough IP for a 6300 Champion, but I am conflicted as to who I should buy. Any suggestions would be greatly appreciated in advance. Thanks!!

If you're new to level 30 it would be better to focus on getting runes before unlocking more champions.
Top: Since you'll probably go-to Irelia most of the time I'd encourage you pick something that counters her in case she gets taken by the enemy. Of course, her counters are mostly not 6300IP (Olaf, Renekton, Jax, Nasus, Garen). You could probably get something that plays like Irelia then, Wukong and Trundle come to mind but I don't think either is 6300IP either.
Bot lane has more 6300IP options that are strong right now: If you mean support: Tahm Kench and Braum If yo mean ADC: Lucian is fairly strong right now it seems. Jinx is only okay now, but she's frequently powerful and a really fun champion. Kalista is also very strong, but requires loads of practice and is probably the hardest ADC to play well. I think the other stronger ADCs aren't 6300 IP (Vayne, Corki, Miss Fortune, Quinn, Graves, Tristana).
Tahm Kench, since he's good in the top lane and bot lane, he's easy, and you can practice jungle with him too. :3
