Why am I unable to buy skins in champion select anymore??

In the new draft mode I haven't found a way to buy skins when I am choosing a skin anymore. Even though I don't use it much it was still a feature that I liked. I was about to play xerath and actually wanted to buy one of his skins because I didn't own any.

Or Is there a way I don't know about?
