How and why Riot should support Custom skins

It would be awesome if there was a section of the client where you could browse custom skins and download them quickly. I'M NOT SAYING THAT WE NEED A CREATOR TOOL, just a way for creators to import them in like they used to. A bot or intern rioter could survey the skins to see if they were:

1. Giving an unfair advantage
2. A way to get free Riot-Made skins(so like they can use more than 50% of a single model or else you had to pay for that Riot-Made skin)
3. Inappropriate This would be fun for players to see Thomas the Train , Mario or other copyrighted skins This would be great for creators to really get their work to a big audience This would make it so Riot had to make less skins, more focus on other projects
