I hear all these success stories about
people reporting players and getting a notification about it and I've reported a lot too and I haven't gotten a notification about any of my reports yet.
Very disappointing.

Those messages aren't very common. They are only sent if you reported them in game that was the final straw for them.
Just because you didn't get one doesn't mean that no one you reported ever got banned.
