Chat Restrictions Before Ban?

Are you supposed to be given a chat restriction before a ban if your offense is based on toxic chat? Or is it possible to go straight from the "You've been reported for negative behavior, clean it up." Warning straight to a 14 Day Game Suspension?

Do they have to chat ban you first or can they go straight to account suspension?

Normally it uses the chat > ban escalation;

10 game chat restriction
25 game chat restriction
14 day account ban
Permanent account ban

But it is possible to get your punishment escalated automatically depending on severity of the issue.
