Why is there chat rage at all?

If you say one word to a person... they instantly rage back at you... INSTANTLY! If Riot doesn't like it... and punishes for it (bans)... why don't they just remove chat all together? Pings and Pings only... (limited btw)... No Chat / No Rage = No bans! Problem solved! Or... Problem solved?
