Pre-Game chat delay(normals)

Is there any way to make it so everyone has the same connect time and same opportunities to call their lanes first. I was thinking just have have it so the messages are time stamped and the chat displays them in chronological order (even if it was received late due to a connection lag the message time stamped first will always go to the top even if there was a delay)
