Multiple times. It was said it didn't get it because it wouldn't be fair to the people that bought the First strike new skins, as well as the Yasuo skin that goes with the others for the 1350 price, as they sold the Yasuo skin for 975 for a week (if I'm remembering correctly).
So it would be "unfair" for Yasuo to get the border when the skin was once at a cheaper price (even though the people that didn't pay the cheaper price still aren't getting it either).
