Are some supports only as good as their adc/team mates?

I'm a support main and I've felt a lot of times I try to set my adc up only for them to do nothing. I'm not saying I'm the best support and they should do everything I urge them to, but I was curious what you guys thought. Say, if I play Lulu support, could she carry the lane? I can ult someone to live, doesn't mean they'll get out alive. I could shield someone and doesn't mean they'll go back in to finish off someone. Similarly with Janna, I can tornado an adc and effect the enemy rather than my own adc. I can push the enemy team away. How many of the botlane during laning phase is the effort of the adc and support (and occasionally jungler)?

Every support's skill level is reliant on their ADC. Just as every ADCs skill level is reliant on their support.

Often, it's the ADC and Support with better chemistry that win lane as opposed to the better individual players.

This holds true across all 5 players as well. One team may have slightly better individual players, but if the other team has better chemistry I would favor the latter to win.

More directly to the point you wanted though...

Consider the ADC as a glass cannon. They can wreck stuff. Especially fragile stuff like other glass cannons. It's the support's job to load the cannon (CC the enemy ADC, shield your ADC, etc...), it's the ADC's job to fire (dodge enemy CC, attack enemy ADC, etc...). Neither is any good unless the other is doing their job.

Most of them. Supports sacrifice meaningful Damage for Utility, which while INCREDIBLY IMPORTANT can't carry.

That said the really good supports can help make his team perform better. Proper warding helps your team make good plays, and being a shotcaller is always good. Lus very few supports are bad at teamfighting.
