Unless is tanking the minion wave the turrets are going to take damage, you can last hit them for gold, it takes him a while to place more and he's pretty vulnerable when he doesn't have them. If he is tanking the wave you can just kill him, also he's pretty open to flanks in this position, stay in XP range and only take the safe CS until level 3, then walk around to the side brush and kill him, he's super squishy and only has 2 spells at this point. Kill his turrets when he isn't around and harass him whenever he tries to place one.

If Heimer is picked, I take Smite. Period. You neuter his turrets, he has his skill shots, and that's it. Plus more farm for you.
