The Dream for Balancing Champions

Awhile back on Gunz 2 forums when people were argueing about buffs and nerfs, someone suggested that instead of nerfing the good characters of the game they should buff all the other characters to their level. This was a great idea(but MAIET didn't really do much about it), but in Gunz 3 there are only 6 characters to play as.

But can you imagine if instead of nerfs, they buffed the other champions to their level? I understand this will NOT happen as there are way too many and that is too much work, but how different would the game play?
