why is there a surrender vote in lol ?

hello summoners , why does surrender vote have a negative effect on players and why is it considered to be a negative behavior ? because u have a chance of winning and surr votes lower that chance and lowers the teams performance overall , only if its really hard to comeback , so im just suggesting that we put another rule for surr vote, there is only 1 rule for surr vote and that is it has to pass almost half of the time for average types of games so u can vote for surr , why does it have to pass the half time to surr ? because if ur really did bad in early game but did very good in mid and late game u can make a comeback , some of my games we got smashed in early game but we were able to win the game due to our performance in mid and late game , if that rule wasnt there you would see alot of people people surr in min 10, just think about the games where u did bad in early game but u won ur game because of that the 20 min rule, i think its a very good idea , and gold difference isnt alot if u get beaten in early game thats why surr votes takes 20 min in summoners rift , the secend rule for surr vote is that the gold difference has to be more than 2x ut teams gold so u can vote , because i think its really hard and almost impossible to come back from from a 2x gold different , if u think the secend rule is good or bad , or u have better ideas to improve surr vote ,or if u think it should be removed , plz comment bellow . and share ur thoughts
