how could riot improve on its chat restriction system

hello summoners , have you ever been in a game where someone just straight out flames in min 2 just because of a player that did a bad move or died to the enemy team , i'm sure u have experienced this , what do you do ? what do you say ? how do you say it ? how will he respond ? , im sure you guys were asking these questions to yourselves . so here is my story , i was playing these aram games and as you know people rarely flame or be toxic in these kind of games . after 2 minutes this jinx comes up and starts flaming and being toxic saying that we are all noobs and that she has to carry low r%%%%%s . and i know this isnt the best thing to do but i just couldnt handle it anymore and i just flamed back at her , is this the right thing to do ? of course it wasnt , now im going to tell you why i did it . but first let me just tell you a little about myself , my summoner name is yoyomojo and im an eune player that started playing league since season 3 and my division is plat 4 . in seasons 3 and 4 i didnt take flamers seriously and i just ignored them , but in season 5 i started muting flamers and it was just bad , i didnt feel good because flamers in ranked dont really flame all the time and i wanted to read all of their ( non-flammable) things they had to say + it just lowered my in game league experience as whole . then i started to play normal and rest from ranked games for a while , wow another min 2 flamer appeared ... xD , i tried to calm him down but then he started flaming me and my family , and i just flamed her back , from that moment i started to fight flame with flame for the next 2 aram games then i got 75 games chat ban and a 35 ranked game ban , i do know that i did the WRONG thing but i dont think i deserved that many games but anyway thats not my point my point is that i just want to improve the chat restriction system so that the players who start the flame get more punishment than the ones who reacted to the flame . ( first time getting banned ), lets be serious here there are alot players who will flame back a flamer ,i think my idea is good to prevent anyone from flaming , when i just see someone starting the flame , i just feel mad , then the flame spreads because of that spark that started it .becasue not all of the time u can keep ur cool im positive u flamed back once in one of ur games .
