Lux, Shaco, Gragas icon graphic update

So Surr@20 revealed by the 6.3, Lux, Gargas and Shaco will have icon graphic update.

I'm not saying they would need overall gameplay update nor that I'm not glad, they look great. But didn't Riot proclaim they will now focus more on complete reworks (splash and model update of default look plus skins, icon graphic update for overall graphic revamp, new gameplay rework; such as Poppy and Shen, as complete re-release)? I though it would include icon graphic updates, too.

Not disappointed, just curious If those are shrapnels of previous planning or If they will still make a slight updates.
