Can we get the refund back if we buy the item again?

All of us have some silly refund, for me being it Liss and Gangplank after his VGU. I bought them back and actually played them very frequently (both having on lvl 6 mastery rn). This renders my refunds ultimately wasted. I'd actually like to use them on some mystery chest skins on champions I'll probably never play because they just aren't my style (like Shaco). Just if a Rioter stumbled upon here and think this would be fair...
