About Pax East 2015 Arclight Vel'koz skin code
So some people sell the skin code for 2$ - 5$ on ebay and I wonder if it's for real or scam?

It's against the terms of service of the game.
Yeah it's for real, they are giving those codes away at PAX so most people will use it on their region and then sell it for other regions that it hasn't been redeemed yet. ( So short answer yes )
It's real, but the issue is the codes are normally used on whatever server they play on. So say they play on NA aswell you may have bought a useless code. Because Codes are cards can be redeemed once on every server.
