Watch now section replaced with that add friend thing therefore can't spectate which I always do to watch high elo players.

Getting the same thing too.
Same have had this problem since 5.10 launched and have tried all the regular fixes (restarting comp, running as admin, etc.) and nothing yet. Still works fine the second time I log in just an annoying problem with the first attempt at logging in.
Same problem, get the connection error on every first try but can login every time on the second try.
