Does reporting people even do anything?

Seriously, I'm sick of getting harassed by people going WAY over board. We lose a game and my Morgana types Go in to your closet and hang yourself you stupid skinny fuck, so your parents can find you dead in two days and not give a shit. 6 people in the game report him, and I get the feeling not one damn thing will be done about it. I see this type of shit constantly, and you KNOW it's not the first time they do it. Obviously the last group that reported them got no result. It literally takes away all interest in playing this game. I don't get on to play to get talked down to by immature children that don't even know me, and having to deal with it in EVERY single lobby completely ruins this game. It's widely known now that the tribunal for this game is absolutely horrible, and it's even worse that nothing gets done about it.

Two reasons.

  1. Riot likes money. They realize if they just banned everyone that was consistently toxic, they would have almost no playerbase (and therefore almost no income). They also realize that players are more likely to quit when exposed to toxic behavior. They need to balance those two facts not to create the best experience possible for the player but to make the most money.

  2. Even 6 year olds know that sticks and stones can break your bones, but words can never hurt you. If you are really that sensitive, there is a mute feature in the client and in the game, not to mention you could just NOT LOOK AT CHAT.

First of all, how does Morgana know that you're skinny?

Secondly, In what sense do you mean "do something" ...it's a very subjective idea, the concept of something 'getting done' is it not?

Does it make you feel better to report a player? If so, then it has already done something to help make your gameplay experience better.

Riot usually only takes action after they have an overwhelming amount of evidence that way toxic players can have no rebuttal when their account gets banned. People get restricted or banned on a regular basis, it just might take some time before that particular toxic person gets punished. Also, since its a free game its pretty much impossible to permanently get rid of toxic players since they can just make new accounts.
