About the Merch Store (Shipping cost)

So this has been a constant problem I've had with the Merch Store, not sure if its suppose to be like this, but it would be nice to have someone who can help.

Basically Shipping just seems way too much. I live in Hawaii and while i understand shipping here is expensive, it seems to only happen when you guys do promotion (Championship Thresh, Firecracker Jinx, URF) and i get stuck with $20 to ship the item. But if i order any other figure, or anything else in the store it goes down to $5. Is there a reason for this? I would love to buy this figure but paying $20 for shipping seems like way too much money especially when everything else is only $5.
