Release discounts are being removed. Instead, there will be an early sale on them 4-6 months later. These will drop the price 1 tier. Not all skin tiers had a price drop before. Now they will, just not at release. No release price was ever 50% off.
Also, weekly skin/champion sales now have 2 more each. Those are the 50% discount sales.
They aren't lying, you just misinterpreted it. Maybe if you weren't so angry at Riot all the time you could rationalize better.
