Harrowing Confusion?

So are we for sure not getting The Harrowing this year? I thought I read somewhere that we were, but now I see everyone saying that 4-Chapter wall of text was our sorry excuse for an event this year. Does that mean we won't be seeing the release of the previous years' Harrowing skins? (Perhaps the Harrowing and the previous skins will release when the zombie skins drop?)

I'm sure these are previously asked questions, but all the answers I'm seeing while browsing are not very definitive so I was hoping we have a real answer now.
