Toxic player containment

I don't exactly believe in elo hell. Though I do believe toxic players can drag everyone in a team down, so I came up with an idea. What if there was a 6th level, below fifth that could be like a punishment from the tribunal. It contains people who have been punished by the tribunal for a a set amount of time depending on the degree of the violation.

This or something similar could work. It's not as serious as a ban and it allows them to keep playing, just keeps the normal players from having to deal with most of them.

(P.s.) I'm not in ranked yet so my opinion on elo hell should have absolutely no sway with you. Not that it matters because this isn't the point of the post.

the kind of thing you're talking about is called prisoner's island. where the toxic players only play with toxic players. Lyte and Davin on the Teamwork/Behavior team (where this post should probably be) solicited opinions on ways to improve champion select. ultimately, they decided to forego prisoner's island at least for the time being in favor of team builder as they believe (and i agree with them wholeheartedly) that prisoner's island doesn't really improve the community it just sweeps the nasty bits under the rug. by changing champ select they are attempting to address the reasons why most players are toxic. you'll still have your trolls and your rude players. but hopefully less of them. it's a good first step.

They would need a lot of divisions on this to accommodate all toxic players we have on this community...
