How can we discourage auto-locking?

I was just in a game where no one banned yi, so after I chose warwick as a jungler last pick raged at me for not picking yi... then he forced himself into top after a teemo for top was already picked. Teemo had to supp.

Needless to say he lost his lane (and blamed it on me). This was not blind pick, nor was it normals. It was ranked.

Can we put some kind of system or just do something to discourage auto lockers. Especially ones who don't actually know a champion just pick him because they think he is strong.

All you can do is report him after the game, and hope that the report actually goes somewhere once the Tribunal comes back.

Sadly, Riot do very little to avoid trolls and AFKs in ranked games, and without the Tribnal, they don't even have any fear any more.

The only other option is to dodge the champion select.

Honestly, the idea of locking in at all seems pointless( except in ranked/draft pick) and even then, only the game should lock.

As much as this is annoying, i cannot think of a way to stop people from attempting to go to an already called lane
