Whatever happened to skin recolors?

Couldn't think of a better title or place to put it so I apologize if this is wrong and/or confusing here as well also.

Basically I remember that Riot talked about the idea of introducing skin recolors for different champion skins like the base for example back in I believe 2014. I don't remember the actual term that they used to describe it, but to use an example take Super Galaxy Rumble for instance. Right now the colors are a white base with an orange trim. With this idea that Riot talked about a possible color choice might be a Black base with a Dark purple trim instead (aka Super Void Galaxy Rumble). All that would change would be the colors while everything else would be the same.

So with that out of the way what I would like to know is whatever happened to it? Did the idea get scrapped or something like that or did it simply get placed on the back burner so-to-speak there for a later date and time? Thanks in advance and as always thank you for your time.
