Why is the Tribunal always down for maintenance?

They took it down for "maintanance" years ago. and It hasnt been up sinse. Thier excuse for "maintanance" was just a way of saying "We are removing it for good so we can replace it with this faulty autmated system that doesnt work, But we cant tell you that. So we will just say maintenance because its an excuse you will accept"

It's not actually down for maintenance; it's just "down." Riot gave it the axe it's not a thing until further notice.

Can we expect to see this Tribunal back up? I never used it, but I know that in the past it used to give 50 IP for 5 judges or how it was called, which was a nice deal. And I had fun seeing videos which contained specific moments in the game and the funny comments of people which got reported. I would like to see it come back one day.
