Is there a place where I can give my thoughts on new pbe things?

I been in the pbe for some time now, and I've noticed recently the pbe testers are getting blamed for the kinda of strong because they didn't tell Riot how strong it is or was. I would love to try to tell Riot what my thoughts on it before it hit live. But the problem is I don't know how to get their attention, If anyone knows plz let me know I would be hella grateful!
