Illaoi Made Broken on Purpose

I had this thought that maybe Riot made Illaoi broken on purpose so that the "More Ugly Champ" community would stop asking for ugly champs. When you are designing something ugly you have to stare at the character for hours, which gives designers eye cancer. So Riot wants people to stop those people out there by making them regret they asked for this.
