Devourer Really Needs to be Changed

I know people have been complaining about this a long time ago, but Sated Devourer is extremely broken. All the top junglers are abusing this item, doing nearly nothing in the first 20 minutes, but after they get Sated they just come out wreck everyone. All the other junglers come out of the jungle for a gank before 20 helping out the other lanes get kills while Devourer junglers just sit in their jungle watch their teammates die as they right click the jungle camps. I know this is a con of having devourer junglers, but it really frustrates me to see my teammates get obliterated by the devourer jungler, especially since I put more effort into ganking the lanes getting teammates kills, while the enemy jungler just farmed. All the rest of the junglers needs to work harder, risking gold and experience for ganks, since the gank may not always be successful. Devourer junglers did not take any risk yet they get rewarded more than the others. How is this even fair...
