Jarvin ?

I am curious if Jarvin is a good pick up for top lane or jg? Sense he is on sale I am interested. Always kinda was but here and there heard mixed reviews. Don't see him played much either. So was hoping someone who has him or main him possibly give me a brief yes or no. Anything about nerfing in past. I would see him as a strong suit for a beefy top. My my theory on champs seems to be off due to the nerfs and game changes going on it is hard to know who is still solid and who gets benched. Bad enough I have to go online so much after updates to see how champs are being handled now. Another thing when you try to keep your options open in selection so you don't get counter to bad. Anyway any advice would be helpful.
