So the Patch notes used to come out every 2 weeks on the ball, but now im not sure. Can somebody tell me how often they come out now if its just random

Patch notes usually accompany a game update. You'll get your patch notes when we get another game update (4.22 or 5.1?)
It's always been pretty random. They had them rolling out every 2 weeks for awhile but that was never a permanent thing since this patch (4.21) came out about 3 weeks after 4.20. Then they haven't finished up the current content on the PBE nor have they finished releasing the content from the current patch on the live.
