LoL needs a detector that detects inactivity in game. What this thing will do is, calculates and accumulates the time your champion and mouse activity (clicks) has been inactive and when a player reaches a specific amount of time of inactivity, they'll get punished.
It's not something that'll totally eliminate afk/troll but it's gotta start somewhere.
