I have tried the terms and conditions but cant get what I need.

If anyone can help me understand something about RAF:

Is given as a champ with a skin, or just a skin unlock if u have a champion?

If WW is a champion with a skin reward, is this something new or is this from long ago?

The reason im asking is: I have 4 Completed Referrals in the past year, and I don't have WW no do i have some notification what so ever for a WW champion or skin and I want to know why am I not eligible.

Im not too sure what you are asking for. like if you get the reward are you getting the champion and the skin, or just the skin? if thats the case then you are getting the champion and skin (assuming you dont own the champion) you cannot get the skin of a champion you do not own, and like with the case of the Victorious skin given to Gold+ player at the end of the season, or Card Promotional events like PAX, Tournaments like LCS, Worlds where you also unlock the champion/skin!

For your second part did you get the referrals finished before or after the change? if it was before im sure the people working at Riot have a lot of people to redeem older accounts too, and as such they are doing it manually for all those players and i doubt they'll get it to people in less than a week. remember that the new RAF just launched so please give it time.
