Psa Jhin is not coming out this week

I just don't get why? I have a PBE account, but never got the chance to play him as 1) computer doesn't load fast enough in blind pick to grab him and 2) he's usually always picked or banned in draft, so like the rest of people without PBE accounts, I have been extremely excited to try him out. I'm just so confused, as the new champs have pretty much ALWAYS been released the day of the patch they are in.
