Are Sales always 50% off?

This may seem like a dumb question, but I just bought a good amount of RP, and I was doing the math to try and be able to maximize my purchase. If I wait to buy the champions I want until they go on sale, then I have enough, assuming the sales are always 50% off. S, are they always 50% percent off, or could it be, like 40% or 60%?

During snowdown there were some special sales that were something like 70% but if you're talking about the normal sales they have been are 50% off for as long as I've been playing
