Why is Poppy classified as an assassin instead of tank?

Have you played Poppy? She has very strong burst, and she is tanky due to her ult, but she doesn't build defense items like most tanks do.

And her passive. It is actually the passive more than anything.

Build her with TF, Bork, and Gunblade or hydra. Watch her murder ADCs.

I've played Poppy many times, but I build tanky poppy with trinity force because it works well with thornmail and frozenheart and all the items that don't add too much health. I just feel like fighter and secondary assassin is wrong because of her abilities. If based on her kit, she is secondary assassin, why isn't Garen? He gets a silence, his Q is burst, his E isn't bursty but over time it destroys people, and his ult is a finisher based on their health and Garens W grants him a shield, and he gains bonus armor/mr by a %, it just doesn't seem accurate at all.
