Why is Poppy classified as an assassin instead of tank?

Have you played Poppy? She has very strong burst, and she is tanky due to her ult, but she doesn't build defense items like most tanks do.

Build her with TF, Bork, and Gunblade or hydra. Watch her murder ADCs.
