Can't find where to buy a summoner name cahnge anymore
Can't find name changes anywhere in the shop ATM can you still buy them?

Go to the store tab scroll all the way right and at the top right there's three buttons, +RP, a present, and a head with a gear behind it. Click on the head with the gear and the name change option is there.
